Modern tempo exceeds human capacity for constant gating. That does not mean removing human authority—it means preserving it differently.

Doctrine must enforce what humans would enforce automatically, while ensuring humans retain command authority and override.

Inevitability: Automation must enforce doctrine. Humans must retain authority—but not act as bottlenecks.
