Notice of Release
InterOpsis™ hereby announces the ratified release of Standards Edition v2.3 of the Zero Doctrine™ Cybersecurity Constitution™.
Version 2.3 is a standards‑grade enhancement release. It introduces new annexed mechanisms that improve adoptability, governance durability, and executive interpretability while preserving the full authority and enforcement of Articles I–X of the Cybersecurity Constitution™.
This release does not alter the constitutional principles, sovereign requirements, or enforcement posture established in prior Standards Editions.
Scope of the Update
Standards Edition v2.3 introduces additive Annexes to the existing Standards framework. These Annexes operate below the constitutional layer and do not modify, reinterpret, or weaken constitutional authority.
Specifically, v2.3 addresses:
• Structured adoption sequencing
• Institutional governance continuity
• Transitional containment for legacy internet dependencies
• Doctrine‑first simulation and readiness validation
• Executive‑level interpretive clarity
All existing certifications, crosswalks, evidence models, and enforcement regimes defined under Standards Edition v2.2 remain valid and applicable.
Continuity of Authority
The Cybersecurity Constitution™ remains the supreme doctrinal authority governing all Zero Doctrine™ deployments, audits, certifications, and enforcement actions. In the event of any conflict, constitutional authority prevails over annexed, procedural, or interpretive materials.
Standards Edition v2.3 is issued under the same constitutional authority and versioning discipline as prior Standards Editions.
Effective Use
Organizations referencing the Zero Doctrine™ Cybersecurity Constitution™ Standard should:
• Cite Standards Edition v2.3 when referencing adoption pathways or executive materials
• Continue to apply constitutional requirements and enforcement criteria without modification
• Review the accompanying “What Changed in v2.3” summary for a detailed, non‑normative explanation of the update
Availability
Standards Edition v2.3 is effective immediately upon publication of this notice.
